Santa Eulària ingresó en 2017 casi 430.000 euros en multas por obras ilegales |
(Diario de Ibiza, 1/09/2018) El Ayuntamiento aprobó un total de 38 expedientes de derribo y ordenó 21 actuaciones de mejora en edificios particulares Joan Lluis Ferrer. El Ayuntamiento de Santa Eulària ingresó durante el año pasado casi 430.000 euros por sanciones impuestas a obras ilegales, según informó ayer el Consistorio en una nota de prensa, en la que también señala que durante 2017 abrió más de 200 expedientes sancionadores de todo tipo por cuestiones urbanísticas.
En concreto, por infracciones propiamente dichas se recaudaron 402.500 euros, básicamente por multas impuestas tanto en 2017 como en el año anterior, puesto que la tramitación de los expedientes se demora en ocasiones durante meses. Otros 24.400 euros proceden de las llamadas multas coercitivas, que son las que se imponen a los infractores mes tras mes cuando se resisten a ejecutar la demolición. Las multas coercitivas tienen como misión presionar al infractor para que termine derribando la obra ilegalmente ejecutada. En lo que va de 2018 ya se han ingresado 7.800 euros por este mismo concepto.
Personal municipal
Los expedientes abiertos tienen como origen la labor de vigilancia que realiza el personal propio del Ayuntamiento (celadores de obras, policías locales, personal de Medio Ambiente y otros departamentos), pero también se abren a raíz de denuncias de particulares y de otras administraciones, según la citada nota municipal. Fue así como durante el año pasado se abrieron 215 expedientes de disciplina urbanística relativos a diferentes cuestiones. De ellos, 95 fueron diligencias previas por infracción urbanística, procedimiento que permite a la Administración suspender las obras o los usos de una instalación para garantizar que no se desarrollan ilegalmente.
El Ayuntamiento destacó asimismo los 38 expedientes de demolición aprobados también en 2017, a los que hay que sumar otros 11 de restablecimiento de la legalidad urbanística infringida. [Nota de Disúrbia: hi ha algú que ens pugui aclarir aquesta distinció?]
Por otra parte, durante el mismo periodo el Ayuntamiento dictó 21 órdenes de ejecución, que son mandatos que realiza el Consistorio para que un particular ejecute una mejora en la conservación o seguridad de un elemento arquitectónico. En 2018 se han abierto otros diez procedimientos de este tipo.
